I'm very glad to hear that "noscript" works not only for old browsers, but also for modern browsers with scripts disabled. This data really helps with my current dynamic banner prototype, since we have to take into account users who restrict Javascript. I will certainly update my prototype accordingly.

Based on your results, it looks like dynamic banners should be geared toward IE users if scripts are disabled. Even though script disabling is probably more frequent among Firefox users, it looks like IE's dominant market share still results in more "noscript" views by IE users. Additional sources would be helpful to verify your data, but I'll trust it for now.
